Oscar grew up in Lima, Peru and graduated from the San Jose de Monterrico High School in 1984. He attended SENATI to earn his degree in Precision Mechanics, and later graduated as a Software Engineer from the Pontificia Universidad Catolica del Peru. After marrying Jesica, he started working in several different companies in several positions from IT supervisor for an Architecture Consulting company, to Multimedia Developer for a Market Research firm, to Sales Administrative Assistant for a transnational manufacturing corporation. In 1997 he received and accepted a job offer to work for a company in the United States in the fields of computer programming and software development.

Having lived within two different cultures, Oscar has a special appreciation for the strong sense of community he experiences living in America, specifically in Utah. One of his strongest intentions is not only preserving this but also actively contributing to fortify it by participating and volunteering in his community.

Oscar considers it a priviledge to be able to be part of the NDPA Board of Directors, where he has served since 2006. He deeply enjoys the opportunity to bring his Hispanic cultural background for the benefit of the NDPA family.
